Yanggu County, Shandong Facilitates Rural Express Logistics

Recently, the initiative “Strengthening Postal-Express Collaboration and Exploring New Pathways for Rural Delivery” in Yanggu County, Liaocheng City, Shandong Province, was recognized as a typical case of high-quality development in rural logistics nationwide. In recent years, Yanggu has built a stable and efficient rural logistics system centered on express delivery services to villages. This system comprises a county-level express distribution center as its core, township-level delivery service stations as key distribution nodes, and village-level public logistics service points as foundational support.

Yanggu County has formulated a clear development blueprint for its three-tier logistics infrastructure of county, township, and village to integrate postal and express resources across all levels. At the county level, leveraging existing logistics parks, distribution hubs, and e-commerce parks, the county has adopted a concentrated enterprise clustering and large-scale development model to establish a high-standard, intensive, and modern express logistics park. This facility covers all 18 townships (subdistricts), achieving 100% coverage by the county-level express distribution center.

At the township level, relying on local e-commerce incubation bases and passenger transport stations, Yanggu has constructed 15 integrated public delivery sub-centers with warehousing, sorting, and distribution capabilities. These centers play a critical role in the regional transfer and delivery of both agricultural and industrial products, ensuring the timely collection and dispatch of goods.

At the village level, the county has utilized existing village-level convenience service stations, supermarkets, and similar platforms to establish over 300 comprehensive rural logistics service points, achieving a coverage rate exceeding 90%. In urban areas, most residential communities have set up express delivery stations, with some adopting intelligent retrieval systems such as the “Xiniao” smart recognition solution.

Treating “rural delivery access” as a vital livelihood initiative, Yanggu County continues to consolidate the gains of its rural express programs, promote integrated industry development, and extend logistics networks to enhance service accessibility. One key strategy is the integrated development of “Express Delivery + E-commerce.” Capitalizing on its robust agricultural resources and aligning with new trends in internet-based commerce, Yanggu focuses on the “upward distribution” of agricultural products. Yanggu has effectively developed a county-level express collaboration model. As a result, the rural logistics infrastructure and functional capabilities of the county have been significantly enhanced.
