Fruitful Results of the “Two Countries, Twin Parks” Project, the Blooming Flower of Friendship

On November 18, the China-Indonesia “Two Countries, Twin Parks” Science and Technology Innovation Center was unveiled in Fuzhou. Focusing on key cooperation areas such as tropical agriculture, marine fishery, light industry and textiles, machinery and electronics, and green mining, it aims to promote deep integration of industrial chains and efficient technological transformation. This serves as a microcosm of the rapid development of the Fuzhou park under the China-Indonesia “Two Countries, Twin Parks” project. Over the past three years, the construction of the China-Indonesia “Two Countries, Twin Parks” has accelerated and flourished, solidifying the foundation for bilateral economic and trade cooperation while further promoting regional integration and shared development. It has also become an important link for economic and trade cooperation and exchanges between China and ASEAN countries, as well as a crucial channel for trade and investment related to the “21st Century Maritime Silk Road”.
This is an affectionate “handshake” across the ocean. In January 2023, the State Council of the People’s Republic of China approved the establishment of a China-Indonesia joint demonstration zone for innovative economic development in the Yuanhong Investment Zone in Fuzhou, marking the entry of the China-Indonesia “Two Countries, Twin Parks” project into a comprehensive and substantive implementation stage.
What does this “handshake” signify? It represents industrial interconnection, facility interoperability, and policy reciprocity.
On April 12 this year, China’s first consignment of fresh coconuts imported from Indonesia smoothly arrived at Fuzhou Changle International Airport. After inspection and quarantine procedures, they cleared customs rapidly, and the person in charge of Fujian MiaoTianHui Food Co., Ltd. received the goods on the spot. “It took just over 20 hours for these coconuts to be picked in Indonesia and delivered to us!” This marked a breakthrough for coconut delivery. Since then, a steady stream of its counterparts has been arriving in the Yuanhong Investment Zone’s coconut industrial park in Fuzhou from Indonesia. Centered on the goal of “fully utilizing every part of a coconut,” the park has established a transnational industrial cluster that integrates products such as desiccated coconut, coconut milk, coconut water, and coconut oil, covering the entire industrial chain from primary processing to deep processing. Currently, four production lines are in operation, consuming approximately 1,400 tons of coconuts per day.
Taking coconuts as a representative example, cross-border integration of industrial chains continues to unfold. Saneheld (Fuqing) Food Co., Ltd. has partnered with Indonesia’s Salim Group to establish the “Global Indonesian Marine Fishery Center.” So far, two fishery bases have been constructed in Tuban, East Java Province, Indonesia, introducing high-quality Indonesian fishery resources into China while promoting complementary advantages and deep integration of fishery resources between the two countries. Additionally, Honggang Textile’s manufacturing base in Indonesia, which took one year to build, has commenced operations, filling the gap in Indonesia’s manufacturing of high-end functional elastic chemical fiber fabrics.
As of now, there are 194 industrial enterprises in operation within Fuzhou’s Yuanhong Investment Zone, including 116 industrial enterprises above the designated scale. They collaborate across five major transnational industrial chains, namely marine fishery, tropical agriculture, light industry and textiles, machinery and electronics, and green mining. In 2024, the output value of these above-scale industrial enterprises approached 30 billion yuan. (Note: The term “above-scale industrial enterprises” is a short name for industrial enterprises above the designated scale. Such enterprises refer to industrial legal entities with an annual main business revenue of 20 million yuan or more.)
The continuous deepening of industrial collaboration has also benefited from the continual improvement of the carrying capacity of the park. Recently, three new-type rubber tired gantry cranes were installed at Berths 1 and 2 of the Yuanhong Operation Area in the Songxia Port Area of Fuzhou Port. “After the new-type rubber tired gantry cranes are put into operation, they will be deeply integrated with the port’s TOS, enabling fully autonomous operations throughout the entire process, from command reception and path planning to container gripping and stacking. This will lay a more solid foundation for comprehensively enhancing the container handling efficiency of Fuzhou Port,” explained the project’s relevant person in charge. Following the completion of Berths 1 and 2, the annual throughput capacity of the Yuanhong Operation Area can increase to 10 million tons, thereby playing a positive role in improving the important port logistics supporting facilities for the China-Indonesia “Two Countries, Twin Parks” initiative, as well as enhancing the port’s service capabilities and international competitiveness.
In addition, Fuzhou’s Yuanhong Investment Zone is home to a national backbone cold-chain logistics base in China, with a planned cold storage capacity of 1.05 million tons, of which 500,000 tons have been completed. The zone is equipped with a food inspection and testing laboratory, designated regulatory sites for imported grains and meats, as well as a quarantine and supervision area and inspection platform for offshore fishery catches. Customs, maritime, and other departments have established their presence in the government service hall, offering “one-window acceptance and one-stop services.” Enterprises settled in the zone can enjoy preferential policies such as financial support, subsidies for technological transformation investments, and brand promotion.
This year marks the 75th anniversary of the establishment of diplomatic relations between China and Indonesia. As a new flagship project under the Belt and Road Initiative, the China-Indonesia “Two Countries, Twin Parks” project is accelerating its progress towards becoming an important vehicle for high-standard opening up, a vital link for economic and trade cooperation and exchanges with ASEAN countries, a significant platform for international division of labor and cooperation in industrial and supply chains, and a crucial channel for trade and investment along the “21st Century Maritime Silk Road.” The park, with a planned area of 61 square kilometers and a developed area of only 12.6 square kilometers, implies that there is still vast space to be explored and tremendous potential to be unleashed. This flower of friendship, planted through transoceanic collaboration, is destined to bloom even more brilliantly, ultimately achieving a state of interconnection.
