Guanxian County, Shandong Province Forges New Strength of “Digital Intelligence +” in Industries

With a constant focus on “strengthening enterprises, industries and industry chains,” Guanxian County, Shandong Province establishes a promotion system consisting of “Seven Chains, Eight Specialized Teams and Seven Guarantee Groups” and implements the “Digital Intelligence +” empowerment to build industrial “digital brain,” introduce “intelligent wing,” nurture industrial “digital services,” advance the “digital transformation” of enterprises, and expedite the development of new quality productive forces.

Guanxian County has completed the first comprehensive secondary node project of industrial internet identification and analysis in Liaocheng City, with 321 enterprises accessed. By leveraging the industrial internet, big data, and cloud platforms, it has boosted the efficient allocation of resources throughout the entire process of research, production, supply, and marketing in the industry chain. The “industrial brain” of high-quality steel plates in Guanxian County has been selected as a pilot project for provincial-level leading construction in Shandong Province. Collaboration with outstanding digital service providers in the industry has facilitated the application of “two platforms, three centers, three scenarios,” offering intelligent industrial solutions that are affordable, effective, and high-quality for enterprises. In 2023, it was designated as a provincial DCMM implementation county, earning the title of “Outstanding Contributor to the Integration of Informatization and Industrialization in Shandong Province.” Besides, around the four aspects of strengthening enterprises, industries, regions, and supply chains, efforts to enhance digital transformation in manufacturing have been implemented to guide enterprises in “intelligent reform and digital transformation,” and promote the deep integration of digitization with equipment R&D, production, warehousing, logistics, and maintenance services. Guanxian County was recognized as a pilot county for the “Morning Star Factory” for the digital economy in Shandong Province.
Hered (Shandong) Intelligent Technology Co., Ltd., located in Guanxian County Economic Development Zone, sold 5,000 sets of aerial operation platform equipment last year, generating a sales revenue of 210 million yuan. Its crawler-style products ranked China’s top three in sales, with exports to markets such as the United States, Singapore, South Korea, and Turkiye. The key to keeping such traditional equipment evergreen lies in its “intelligent reform and digital transformation.”

In fortifying the new strength of “Digital Intelligence +” in industries, the local government adheres to targeted breakthroughs and precise policy enforcement. It facilitates precise analysis, and expedites the development of industrial Internet platforms, industrial monitoring platforms, big data centers, and typical demonstration application scenarios to comprehensively enhance the digital level of the industry; it also advances industrial digitization and implements measures to upgrade digital transformation in manufacturing. It nurtures over 10 “Morning Star Factories,” and establishes over 10 provincial smart factories, digital workshops, and intelligent manufacturing scenes. To pursue quality service, it seizes the opportunity of large-scale equipment updates and utilizes industrial big data smart management platforms effectively to strengthen policy promotion and guidance, and precisely meet enterprise needs. Besides, tailored strategies are being implemented for each enterprise to drive the digital transformation, promote the collaborative development of industrial internet and key industry chains, and greatly facilitate the improvement in quality, efficiency, and speed of the digital transformation of manufacturing.
